The Black Economic Council (BEC) is celebrating the 150th year anniversary of the Emancipation Proclamation at Emancipation Hall which is located in the Capitol Visitor Center in Washington DC. While the Emancipation Proclamation was signed January 1, 1863, but “full” citizenship was not granted until June 13, 1866.
